Oisín McGrath

Project Specialist - Change and Improvement

Oisín is a member of the Change and Improvement team at CES, where he supports the implementation of major national healthcare frameworks, including the National Palliative Care Strategy and Connecting for Life—Ireland’s national strategy to reduce suicide and self-harm. He focuses on delivering practical project results by balancing strong oversight with everyday service delivery.

Prior to his current role, Oisín spent over four years in risk consulting, specialising in risk and governance for public and private sector clients. He managed PMO operations for large-scale compliance projects, analysed emerging European legislation, and designed readiness tools deployed across multiple European offices. His public sector experience includes managing on-site training and user feedback during a national vaccine rollout.

Oisín also brings extensive international experience in community development and education. In his previous role, he managed a portfolio of community led projects, coordinated civic and corporate stakeholder partnerships, and led initiatives focused on advancing digital skills and training for underrepresented groups.

Oisín holds a degree in Economics and Politics from Trinity College Dublin and excels at establishing the robust monitoring, evaluation, and compliance frameworks required to deliver complex, multi stakeholder strategies.
