Carmel joins CES with over 25 years’ experience within the Technology Sector with a varied career which began in Engineering and has included roles in Sales Leadership and Program Management. Carmel joined CES with the desire to use her extensive experience in project and change management to support how public services are developed, delivered and optimised.

Having led several, large complex international programs and projects, Carmel brings to CES her focus on simplifying work processes, fostering collaboration, data-driven decision making, future proofing and program delivery.

Within CES Carmel is a member of the Community Operations Improvement Programme team. This programme involves CES working with the HSE to build and implement change to improve community health services. Carmel is currently supporting the Mental Health Capital Planning Programme Team in developing a Mental Health Capital Plan for the next 5-10 years and supporting the Home Support Programme team in developing the future national Home Support Service Standard Operating Procedure.
