The HSE Nurture Programme: What supports systems change?

The HSE Nurture Programme aims to improve outcomes for children under the age of three, along with their families. Over the past five years, CES and the Katharine Howard Foundation have been supporting the HSE to implement the Programme, based on a universal, integrated approach to planning and delivering services. The Programme was funded by The Atlantic Philanthropies.

All organisations involved were keen to capture learning from the experience of the Programme, and commissioned Quality Matters to undertake an evaluation of the programme, and to gather useful learning from the Programme for others involved in systems change, within the health services and beyond.

This report explores key learning relevant to systems change – from engaging staff and service users, to establishing implementation teams and planning for sustainability.
