Rafael joined CES as part of the 2023 Graduate Programme. His passion lies in bridging the gap between theory and practice. He is committed to making evidence-based decision-making a common practice in policy and implementation. With a cross-sectoral background, Rafael has worked as an analyst in high government offices within the Ministry of Foreign Affairs, served as a consultant for various NGOs, and contributed as a research assistant at the United Nations.
Rafael holds an MA in Governance, Development, and Public Policy from the Institute of Development Studies at the University of Sussex, along with a Bachelor's Degree in International Studies from the Universidad Central de Venezuela.
