Implementing public service reform : Messages from the literature

This report highlights some emerging messages from the literature and CES’s experience of working with government departments and agencies to support implementation of policy initiatives across the public service. The report identifies some ‘supportive factors’ which help in implementing effective public service reform.  These will be useful to leaders and managers. Findings in the report draw on case studies of public service reform in the UK, Australia, New Zealand, USA, Canada and European countries.
